The quotation tag is used to cite short text passages. Modern browsers will automatically insert quotation marks around the quoted passage.

While all modern browsers support the quotation tag, older browsers treated the tag in different ways or ignored it altogether. For that reason you may want to use a different way to quote passages of text, such as simply inserting your own quotation marks.

Here's how to use the quotation tag:

<q>My mother loves me.</q>

On a web page that will look like this: My mother loves me.

Note that the quotation marks were inserted by the browser, I didn't code them into the page.

If you don't see quotation marks around that passage you may want to upgrade your browser. I don't meant to tell you what to do, but older browsers have more security risks. Your choice though!
